         <editorialDecl>
            <p>EEBO-TCP is a partnership between the Universities of Michigan and Oxford and the publisher ProQuest to create accurately transcribed and encoded texts based on the image sets published by ProQuest via their Early English Books Online (EEBO) database (http://eebo.chadwyck.com). The general aim of EEBO-TCP is to encode one copy (usually the first edition) of every monographic English-language title published between 1473 and 1700 available in EEBO.</p>
            <p>EEBO-TCP aimed to produce large quantities of textual data within the usual project restraints of time and funding, and therefore chose to create diplomatic transcriptions (as opposed to critical editions) with light-touch, mainly structural encoding based on the Text Encoding Initiative (http://www.tei-c.org).</p>
            <p>The EEBO-TCP project was divided into two phases. The 25,363 texts created during Phase 1 of the project have been released into the public domain as of 1 January 2015. Anyone can now take and use these texts for their own purposes, but we respectfully request that due credit and attribution is given to their original source.</p>
            <p>Users should be aware of the process of creating the TCP texts, and therefore of any assumptions that can be made about the data.</p>
            <p>Text selection was based on the New Cambridge Bibliography of English Literature (NCBEL). If an author (or for an anonymous work, the title) appears in NCBEL, then their works are eligible for inclusion. Selection was intended to range over a wide variety of subject areas, to reflect the true nature of the print record of the period. In general, first editions of a works in English were prioritized, although there are a number of works in other languages, notably Latin and Welsh, included and sometimes a second or later edition of a work was chosen if there was a compelling reason to do so.</p>
            <p>Image sets were sent to external keying companies for transcription and basic encoding. Quality assurance was then carried out by editorial teams in Oxford and Michigan. 5% (or 5 pages, whichever is the greater) of each text was proofread for accuracy and those which did not meet QA standards were returned to the keyers to be redone. After proofreading, the encoding was enhanced and/or corrected and characters marked as illegible were corrected where possible up to a limit of 100 instances per text. Any remaining illegibles were encoded as &lt;gap&gt;s. Understanding these processes should make clear that, while the overall quality of TCP data is very good, some errors will remain and some readable characters will be marked as illegible. Users should bear in mind that in all likelihood such instances will never have been looked at by a TCP editor.</p>
            <p>The texts were encoded and linked to page images in accordance with level 4 of the TEI in Libraries guidelines.</p>
            <p>Copies of the texts have been issued variously as SGML (TCP schema; ASCII text with mnemonic sdata character entities); displayable XML (TCP schema; characters represented either as UTF-8 Unicode or text strings within braces); or lossless XML (TEI P5, characters represented either as UTF-8 Unicode or TEI g elements).</p>
            <p>Keying and markup guidelines are available at the <ref target="http://www.textcreationpartnership.org/docs/.">Text Creation Partnership web site</ref>.</p>

And thus the <hi>Rulers,</hi> and <hi>People</hi> ran on in their <hi>own Wiſ<g ref="char:EOLhyphen"/>dom</hi> in the <hi>Apoſtles times,</hi> crying againſt them, they were a <hi>Dangerous People,</hi> and there were <hi>many</hi> that <hi>followed after them,</hi> and that <hi>Paul</hi> he <hi>turned the World upſide down,</hi> and if they were <hi>ſuffered</hi> to go on, the <hi>Romans would come upon them, and take their Places, and their Nation from them.</hi> This was <hi>their Cry then,</hi> and the ſame is <hi>your Cry now</hi> againſt us; and thus you have raiſed <hi>Falſe</hi> and <hi>Evil</hi> reports <hi>of us,</hi> under a pretence of an <hi>Inſurrection</hi> made in <hi>England,</hi> by a party of <hi>Bloody men,</hi> and have added to it <hi>our Friends,</hi> as though they had had a hand in that <hi>Bloody Plot,</hi> which is a very contrary thing: for Chriſt Jeſus, he came <hi>not to deſtroy mens lives,</hi> but <hi>to ſave them:</hi> and him we take for our Example, Who ſaid, <hi>All that uſe the Sword, ſhall periſh by the Sword,</hi> Mat. 26.52. And this we ſay unto you, that we have <hi>put off our Swords,</hi> and caſt aſide <hi>all Carnal Weapons,</hi> never to make uſe of them more, and the Lord hath given us <hi>Spirituall Weapons,</hi> with <hi>which</hi> we make War, not with the <hi>Perſons</hi> of any men, but with the <hi>Man of Sin,</hi> that dwelleth in them, and with <hi>Spirituall Wickedneſs</hi> that <hi>ſitteth in the high Places,</hi> this alſo was the <hi>Apoſtles Warfare;</hi> and this alſo is <hi>our Warfare,</hi> and our Weapons are <hi>but one,</hi> and we are all of <hi>one mind,</hi> of <hi>one heart,</hi> and <hi>one Spirit,</hi> and we live in <hi>Love one with another,</hi> and deſire to do <hi>good unto all men,</hi> and here we are brought out of the <hi>Strife,</hi> and out of <hi>Contention,</hi> out of <hi>Envy,</hi> and <hi>Malice,</hi> and ſo we are <hi>far</hi> from <hi>Oppreſſion,</hi> and <hi>ſhedding of Blood;</hi> we live out of <hi>Falſhood,</hi> and <hi>Lying, ſpeaking the Truth from our heart,</hi> ſo that we <hi>have no Swearing amongſt us,</hi> nor need of <hi>going to Law;</hi> and herein we do the thing that is <hi>well pleaſing to God,</hi> and we have <hi>no Condemnation</hi>
               <pb n="11" facs="tcp:172553:6"/>for it: and this is that we labour for, to bring People to, out of the <hi>Evil Doing,</hi> into the <hi>Well doing;</hi> out of <hi>Envy,</hi> and <hi>Strife,</hi> into <hi>Love,</hi> and <hi>Unitie,</hi> that all may be brought into the <hi>ſame with us,</hi> to live <hi>in Love,</hi> and <hi>Peace,</hi> and <hi>Quietneſs,</hi> and live in the <hi>Enjoyment of Gods Precious Preſence for Evermore;</hi> and this is that our Souls long for, that it might be well with <hi>every Soul</hi> upon the Earth. Therefore know this, O ye <hi>Rulers,</hi> and <hi>Magiſtrates,</hi> this is the thing the Lord requireth to be done, that ye forthwith ſtand up, and put forth the <hi>Sword of Juſtice</hi> with ſpeed, and let <hi>true Judgement be Executed throughout the Land,</hi> that the <hi>Heathen may fall before you,</hi> that the <hi>Innocent may no longer be puniſhed,</hi> and let the <hi>guilty go free:</hi> Therefore ye Rulers, once more I ſay unto you, <hi>be ye wiſe in this your Day,</hi> which is <hi>far ſpent:</hi> for yet a little while will the Lord <hi>ſpare</hi> you, to <hi>try you,</hi> to ſee whether you <hi>will hearken</hi> hereunto, <hi>or not;</hi> and if ye <hi>reſiſt,</hi> and ſtill go on, in <hi>Rebelling againſt the Lord,</hi> then <hi>ſuddain Deſtruction cometh;</hi> in which Day you will find <hi>no help in the Earth.</hi> And this was upon me from the Lord to lay before you, which I have done in <hi>Love,</hi> and <hi>Ten<g ref="char:EOLhyphen"/>derneſs</hi> unto you, and in <hi>Faithfulneſs</hi> to my Maker, that whe<g ref="char:EOLhyphen"/>ther you will <hi>hear</hi> or <hi>forbear,</hi> I have cleared my Conſcience before the Lord.</p>
