VVHERE THE kynges moste royall maiestee, by his gracis proclamacion bearyng date at Westim̄, the .xix. daye of Aprill, laste paste, dyd gyue lycence to all and syngular his subiectes, that they at their libertees and free wylles from tyme to tyme, shoulde embarke shippe and carie ouer the seas, at theyr owne aduenture, for the furniture of his gracis Campe at the newe ha­uen wheate, malte, rye, and all suche other kyndes of grayne and victualles, as they or any of them woulde, vnto suche tyme as his highnesse by his proclamation shulde determyne the contrary. For as muche as at this present (thankes be to almighty god) there is passed concluded and agreed a good perfytte syncere fyrme assu­red and perpetuall amitee and peace, to remayne and continue for euer betweene his mooste excellent maiestee, and the right hygh and myghty prynce the frenche kyng, by reasone whereof, it shall not bee needefull, that so great quantitees of grayne and other victuals be conueyde ouer the seas, as in the tyme of the warre were ne­cessary: His hyghnes therfore myndyng to prouide, that his pieces on that side the sea, maie from hensforthe be furnysihed in suche order, as the same breede noo lacke or scarsitee in this realme, doothe by the aduise of his moste honourable counsayle, straightly charge and commaunde all and syngular his subiectes, of what e­state degree or condicion so euer they be, that they ne any of theim, shall after the publyshyng of this his high­nes proclamation transporte or cary ouer the seas, to the sayde newe hauen, or elles where, any maner kinde of grayne or other victualles, without his highnesse speciall licence to bee hadde and obteyned for the same, vn­der his great seale of Englande, vppon peyne not onely to incurre-all suche penaltees as by the statutes and proclamacions be prouyded in that behalfe, but also to be further punysshed by imprisonemente of theyr bo­dies, and otherwise by fyne and raunsome at his maiestees wyll and pleasure, to the terrible exaumple of all other. Wyllyng and commandyng all and syngular his Iustices of peace, Mayres, Shireffes, bailiffes con­stables, customers, comptrollers, and serchers, and all other his gracis officers, ministers, and subiectes, to whome in this case it shall apperteyne, to see that this proclamation be duely and without respect obserued, as they woll aunswere at theyr extreme perilles.

¶ AND TO THE entent the same maie be the better and more certainely kepte, accordyng to the true meanynge thereof, his maiestee straightly chargeth and commandeth all and singular his customers comp­trollers and serchers of this realme, that they permitte no kynde of grayne, or other vitayles to bee shypped and transported from one port countreie or shyre to an nother, within the same realme, but that the partie, whi­che shall so shyppe and conuey the same, dooe fyrste bynde hym selfe by obligacion in the treble value of the saied corne or other victuals, that he shall onely cary the same to that place, whiche he shall name and appoynt in the condicion of his obligacion, and from thens bryng a certificate vnder the handes of the mayre, the cu­stomer and comptroller of the towne and port, where he shall vnshyppe it, or of two of them at the leaste, with­in foure monethes after that he hath delyuered the same there, to bee there, and in those parties of the realme employed, and not els where, without faylyng, as they woll answere for that which shal passe contrary to this order, vpon lyke peyne as is before rehersed.
