            <p>EEBO-TCP is a partnership between the Universities of Michigan and Oxford and the publisher ProQuest to create accurately transcribed and encoded texts based on the image sets published by ProQuest via their Early English Books Online (EEBO) database (http://eebo.chadwyck.com). The general aim of EEBO-TCP is to encode one copy (usually the first edition) of every monographic English-language title published between 1473 and 1700 available in EEBO.</p>
            <p>EEBO-TCP aimed to produce large quantities of textual data within the usual project restraints of time and funding, and therefore chose to create diplomatic transcriptions (as opposed to critical editions) with light-touch, mainly structural encoding based on the Text Encoding Initiative (http://www.tei-c.org).</p>
            <p>The EEBO-TCP project was divided into two phases. The 25,363 texts created during Phase 1 of the project have been released into the public domain as of 1 January 2015. Anyone can now take and use these texts for their own purposes, but we respectfully request that due credit and attribution is given to their original source.</p>
            <p>Users should be aware of the process of creating the TCP texts, and therefore of any assumptions that can be made about the data.</p>
            <p>Text selection was based on the New Cambridge Bibliography of English Literature (NCBEL). If an author (or for an anonymous work, the title) appears in NCBEL, then their works are eligible for inclusion. Selection was intended to range over a wide variety of subject areas, to reflect the true nature of the print record of the period. In general, first editions of a works in English were prioritized, although there are a number of works in other languages, notably Latin and Welsh, included and sometimes a second or later edition of a work was chosen if there was a compelling reason to do so.</p>
            <p>Image sets were sent to external keying companies for transcription and basic encoding. Quality assurance was then carried out by editorial teams in Oxford and Michigan. 5% (or 5 pages, whichever is the greater) of each text was proofread for accuracy and those which did not meet QA standards were returned to the keyers to be redone. After proofreading, the encoding was enhanced and/or corrected and characters marked as illegible were corrected where possible up to a limit of 100 instances per text. Any remaining illegibles were encoded as &lt;gap&gt;s. Understanding these processes should make clear that, while the overall quality of TCP data is very good, some errors will remain and some readable characters will be marked as illegible. Users should bear in mind that in all likelihood such instances will never have been looked at by a TCP editor.</p>
            <p>The texts were encoded and linked to page images in accordance with level 4 of the TEI in Libraries guidelines.</p>
            <p>Copies of the texts have been issued variously as SGML (TCP schema; ASCII text with mnemonic sdata character entities); displayable XML (TCP schema; characters represented either as UTF-8 Unicode or text strings within braces); or lossless XML (TEI P5, characters represented either as UTF-8 Unicode or TEI g elements).</p>

               <seg rend="decorInit">W</seg>Hereas by an Act of Parliament made in the Firſt Year of Our Reign, Entituled, <hi>An Act for the Amoving Papiſts, and Reputed Papiſts from the Cities of <hi>London</hi> and <hi>Weſtminſter,</hi> and Ten Miles diſtance from the ſame,</hi> It is thereby required that the Lord Mayor of <hi>London</hi> for the time being, and Iuſtices of the Peace of the Cities of <hi>London</hi> and
<hi>Weſtminſter,</hi> and Borough of <hi>Southwark,</hi> and County of <hi>Middleſex,</hi> ſhould within their reſpective Limits cauſe to be brought before them every Perſon or Perſons not being a Merchant-Stranger within the ſaid Cities, or Ten Miles diſtance of the s;ame, as were, or were Reputed to be Papiſts, and Tender unto him or them the De<g ref="char:EOLhyphen"/>claration mentioned in the ſaid Act; and upon Refuſal to Make and Sub<g ref="char:EOLhyphen"/>ſcribe the ſaid Declaration, he or they ſhould Suffer as a Popis;h Recuſant Con<g ref="char:EOLhyphen"/>vict. And whereas notwithſtanding the ſaid Act, and s;everal other Acts of Parliament againſt Papiſts Reſorting to the Cities of <hi>London</hi> and <hi>Weſt<g ref="char:EOLhyphen"/>minſter</hi> and Places thereunto adjacent, We are Informed that divers Popiſh Recuſants intending to Di<g ref="char:EOLhyphen"/>ſturb the Peace and Safety of this Our Kingdom, have lately Reſorted to the ſaid Cities and Places in great Numbers, and thereby having the Opportunity to Meét, have taken great Boldneſs to Con<g ref="char:EOLhyphen"/>ſult and Proſecute divers Miſchievous and Treaſonable Deſigns and Practices againſt Vs and Our Government: We have therefore thought fit (by the Advice of Our Privy Council) to Iſſue this Our Royal Proclamation; And We do hereby ſtrictly Charge and Command all Papiſts and Reputed Pa<g ref="char:EOLhyphen"/>piſts Except Merchant-Strangers, and ſuch other Perſons as in the ſaid Act are Excepted) on, or before the Ninth Day of this inſtant <hi>May,</hi> to Depart out of the ſaid Cities, and from all places within the Di<g ref="char:EOLhyphen"/>ſtance of Ten Miles of the ſame.</p>
            <p>And We do hereby ſtraightly Charge and Command the Lord Mayor of <hi>London,</hi> and all Iuſtices of the Peace of the Cities of <hi>London</hi> and <hi>Weſtminſter,</hi> and Borough of <hi>Southwark,</hi> and all Conſtables, and other Our Officers, and Miniſters of Iuſtice within the ſaid Cities and Places, that they do make ſtrict Search and Enquiry for, and with all Vigour Proceed againſt all and every Perſon or Perſons who ſhall be found within the ſaid Cities of <hi>London</hi> and <hi>Weſtminſter,</hi> and within Ten Miles of the ſame, contrary to the Effect of the abovementioned Acts, and the Purport of this Our Proclamatiom. And We fur<g ref="char:EOLhyphen"/>ther ſtrictly Charge and Command, That immediately after the ſaid Ninth Day of <hi>May,</hi> the Conſtables, Churchwardens, and other Officers within the ſaid Cities and Places, do go from Houſe to Houſe in their ſeveral Pariſhes, Hamlets, Conſtableries and Diviſions reſpectively, and there take an Account of the Names and Sirnames of all ſuch Perſons as are Popiſh Recuſants, or Reputed ſo to be, as well Houſholders as Lodgers or Servants, and to carry a Liſt of their Names to the two next Iuſtices of the Peace, who are hereby required to Send for, and Proceed againſt them (Excepting always Merchant-Foreigners, Settled Houſekeepers, and other Perſons in the ſaid Acts Excepted) as aforeſaid. And they the ſaid Iuſtices are likewiſe Required, when they ſhall have received ſuch Liſt or Liſts, to Certifie the ſame, together with their Proceédings thereupon, to Our Privy Council.</p>
