         <editorialDecl>
            <p>EEBO-TCP is a partnership between the Universities of Michigan and Oxford and the publisher ProQuest to create accurately transcribed and encoded texts based on the image sets published by ProQuest via their Early English Books Online (EEBO) database (http://eebo.chadwyck.com). The general aim of EEBO-TCP is to encode one copy (usually the first edition) of every monographic English-language title published between 1473 and 1700 available in EEBO.</p>
            <p>EEBO-TCP aimed to produce large quantities of textual data within the usual project restraints of time and funding, and therefore chose to create diplomatic transcriptions (as opposed to critical editions) with light-touch, mainly structural encoding based on the Text Encoding Initiative (http://www.tei-c.org).</p>
            <p>The EEBO-TCP project was divided into two phases. The 25,363 texts created during Phase 1 of the project have been released into the public domain as of 1 January 2015. Anyone can now take and use these texts for their own purposes, but we respectfully request that due credit and attribution is given to their original source.</p>
            <p>Users should be aware of the process of creating the TCP texts, and therefore of any assumptions that can be made about the data.</p>
            <p>Text selection was based on the New Cambridge Bibliography of English Literature (NCBEL). If an author (or for an anonymous work, the title) appears in NCBEL, then their works are eligible for inclusion. Selection was intended to range over a wide variety of subject areas, to reflect the true nature of the print record of the period. In general, first editions of a works in English were prioritized, although there are a number of works in other languages, notably Latin and Welsh, included and sometimes a second or later edition of a work was chosen if there was a compelling reason to do so.</p>
            <p>Image sets were sent to external keying companies for transcription and basic encoding. Quality assurance was then carried out by editorial teams in Oxford and Michigan. 5% (or 5 pages, whichever is the greater) of each text was proofread for accuracy and those which did not meet QA standards were returned to the keyers to be redone. After proofreading, the encoding was enhanced and/or corrected and characters marked as illegible were corrected where possible up to a limit of 100 instances per text. Any remaining illegibles were encoded as &lt;gap&gt;s. Understanding these processes should make clear that, while the overall quality of TCP data is very good, some errors will remain and some readable characters will be marked as illegible. Users should bear in mind that in all likelihood such instances will never have been looked at by a TCP editor.</p>
            <p>The texts were encoded and linked to page images in accordance with level 4 of the TEI in Libraries guidelines.</p>
            <p>Copies of the texts have been issued variously as SGML (TCP schema; ASCII text with mnemonic sdata character entities); displayable XML (TCP schema; characters represented either as UTF-8 Unicode or text strings within braces); or lossless XML (TEI P5, characters represented either as UTF-8 Unicode or TEI g elements).</p>
            <p>Keying and markup guidelines are available at the <ref target="http://www.textcreationpartnership.org/docs/.">Text Creation Partnership web site</ref>.</p>

            <p n="1">1. That the Houſes which <hi>Anno</hi> 1671, were but 3850 are <hi>Anno</hi> 1682, 6025; but whether this difference is cauſed by the real encreaſe of Hou<g ref="char:EOLhyphen"/>ſing, or by fraud and defect in the for<g ref="char:EOLhyphen"/>mer Accompts, is left to conſiderati<g ref="char:EOLhyphen"/>on. For the Burials or People have increaſed but from 1696, to 2263, according to which proportion, the 3850 Houſes <hi>Anno</hi> 1671, ſhould <hi>Anno</hi> 1682 have been but 5143, wherefore ſome fault may be ſuſpected as afore<g ref="char:EOLhyphen"/>ſaid, when Farming the Hearth-mony was in agitation.</p>
            <p n="2">2. The Hearths have encreaſed according to the Burials, and ⅓ of the ſaid increaſe more, <hi>viz.</hi> The Burials <hi>Anno</hi> 1671 were 1696, the ⅓ where<g ref="char:EOLhyphen"/>of is 563, which put together makes 2259, which is near the number of Burials <hi>Anno</hi> 1682. But the Hearths <hi>Anno</hi> 1671, were 17500, whereof the ⅓ is 5833, making in all but 23333; whereas the whole Hearths

            <p n="3">3. The Houſing were <hi>Anno</hi> 1671, but 3850, which if they had encrea<g ref="char:EOLhyphen"/>ſed <hi>Anno</hi> 1682 but according to the Burials, they had been but 5143, or according to the Hearths, had been but 5488, whereas they appear 6025, encreaſing double to the Hearths. So as 'tis likely there hath been ſome errour in the ſaid Account of the Houſing, unleſs the new Houſing be very ſmall, and have but one Chimney apiece, and that ¼ part of them are untenan<g ref="char:EOLhyphen"/>ted. On the other hand, 'tis more like<g ref="char:EOLhyphen"/>ly that when 1696 dy'd <hi>per An.</hi> there were near 6000; for 6000 Houſes at 8 Inhabitants <hi>per</hi> Houſe, would make the number of the People to be 48 Thouſand, and the number of 1696 that died according to the Rule of One out of 30, would have made the number of Inhabitants about 50 Thou<g ref="char:EOLhyphen"/>ſand: For which reaſon I continue to
<pb n="4" facs="tcp:60308:5"/>
               <!-- PDF PAGE 11 -->believe there was ſome Errour in the Accompt of 3850 Houſes as aforeſaid, and the rather becauſe there is no ground from experience to think that in 11 year, the Houſes in <hi>Dublin</hi> have encreaſed from 3850 to 6025.</p>
            <p>Moreover, I rather think that the number of 6025 is yet ſhort, becauſe that number at 8 heads <hi>per</hi> Houſe makes the Inhabitants to be but 48200; whereas the 2263 who died in the year 1682, according to the afore<g ref="char:EOLhyphen"/>mention'd Rule of one dying out of 30 makes the number of People to be 67890; the <hi>Medium</hi> betwixt which number and 48200 is 58045, which is the beſt eſtimate I can make of that matter, which I hope Authority will ere long rectifie, by direct and exact Enquiries.</p>
            <p n="4">4. As to the Births, we ſay that <hi>Anno</hi> 1640, 1641, and 1642, at <hi>Lon<g ref="char:EOLhyphen"/>don,</hi> juſt before the Troubles in Reli<g ref="char:EOLhyphen"/>gion began, the Births were ⅚ of the

Wherefore deducting ⅙ of 2263, which is 377, there remains 1886 for the probable number of Births in <hi>Dublin</hi> for the year 1682; whereas but 912 are repreſented to have been Chriſten'd in that year, though 1023 were Chriſten'd <hi>Anno</hi> 1671, when there died but 1696; which decreaſing of the Chriſtnings, and increaſing of the Burials, ſhews the increaſe of Non-regiſtring in the Legal Books, which muſt be the increaſe of <hi>Roman Catholicks</hi> at <hi>Dublin.</hi>
