‘HONI SOIT QVI MAL Y PENSE’

❧ By the King.
❧ A Proclamation for restraint of the transportation of Corne.

THE Kings most Excellent Maiestie, taking into his gratious and princely consideration, that by reason of the cold and vnseasonable Weather, Which hath beene of late, specially this summer time, the fruits of the earth, and chiefly Corne and graine, are not either for plenty or goodnesse answerable to former yeeres, and that the price there of is already much raysed in many parts of this Realme, and that in former yeeres there hath beene a free transportation thereof without restraint (his highnesse inclining thereto, for the comfort and incouragement of the Farmor in those times of plenty) so as neither the increase of the present yeere, nor the old store remayning, can affoord that liberty of exporting, without danger of dearth and scarcity speedily to ensue: And therefore his Maiestie prudently foreseeing so generall an inconuenience, and desiring timely to preuent and eschew the same, Hath vpon mature deliberation and aduisement, found it expedient, to make stay of all transportation of corne and graine, vntill vpon consideration of the store and increase thereof in all parts of this Realme, His Highnesse may receiue more assured and certaine hope that there will be sufficient for the sustentation of this kingdome and countrey, with an ouerplus fit to be carried into forraigne parts. And therefore his Maiesty doth heereby expresly prohibite and forbid all maner of persons whatsoeuer, That they, or any of them, doe not from hencefoorth, vntill his Maiesties pleasure shall be declared to the contrary, by any wayes or meanes, directly or indirectly attempt or presume to carrie, conuey or transport, or cause to be carried, conueyed or transported, nor doe shippe or lade, or cause to be shipped or laded to the intent to be carried, conueyed, or transported out of this Realme of England, or the Dominion of Wales, or either of them, or out of any port, hauen, creeke, or place of lading or vnlading within them, or either of them, Any corne or graine of What kinde or sort soeuer, vpon paine of his Highnesse heauy indignation and displeasure, and such paines and penalties as may bee inflicted vpon the contemners of his royall commandement. And likewise his Maiesty doeth by these presents straitly charge and command all Customers, Comptrollers, Searchers, Surueyors, and other Officers of all and singular ports, hauens, and other places of lading, that they doe not onely forbeare to permit or suffer any entries to be made, or to giue any warrant for transportation of any corne or graine into any the parts beyond the seas, but also to be watchfull to preuent all sleights, practises, and deuices that shall or may be practized, attempted, or put in vre, to the defrauding of the due performance of this his Maiesties Proclamation, as they and euery of them will answer the contrary at their perils.

God saue the King.
