Know ye that aswell in consideration of the good, faithfull and acceptable seruice to be heretofore done, by our trustie and welbeloued seruant Sir Iohn Pakington Knight, as for and in consideration of the summe of fourty Pounds of currant money of this our Realme, to be yeerely answered and paid to vs our heires and successors by the said sir Iohn Pakington his Executors or assignes into the receipt of our Exchequer at the feast of the Natiuitie of our Lord God, or within two moneths next after at one entier paiment during all the yeres mentioned in these presents for and during the continuance of this our grant. For the tru [...] paiment whereof accordingly the said Sir Iohn Pakington hath already put in sufficient bond & assurance to vs, as also for and in consideration that the saide Sir Iohn Pakington hath likewise put in sufficient bond and assurance to vs for the yerely paiment of the summe of fiue hundreth Pounds of currant money of this our Realm [...] to be likewise yerely answered and paid to vs our heires and successors at the saide place, and within the said time, for and during the continuance of this our grant, for and towards the satisfaction and paiment of a certaine debt due to vs by Richard Yung deceased, and for diuers and sundry other considerations vs moouing:
[...]WE of our especial grace, certaine knowledge and meere motion haue giuen and granted, and by these presents for vs our heires and successors do giue and grant to the said Sir Iohn Pakington and his assignes, and the assignes of his said assignee and his and their assignes, ful power and licence, and authoritie that he by himselfe or by his assignes or the assignee or assignes of his assignes or his or their assignes, or the Seruants, factors or deputies of him or his assignes or the assignee or assignes of his said assignes, or his or their assignes, or of any of them aswell Englishmen and denizens as strangers borne vnder the obedience of any forreine Prince, being with vs in league and amitie, shall and may at all times for and during the terme of eight whole yeres, from and immediatly ensuing the date of these our letters Patents prouide and buy in any part beyond the Seas being with vs in league and amitie, all and euery such sorts of Starch, as hee or they or any of them shall thinke good, and the same Starch from time to time to bring or send or cause to be brought or sent and transported into this our Realme or any our Dominions and there to vtter, and sell, distribute and dispose the same in grosse or by retaile, to his or their most commoditie, without incurring of any maner of penaltie, forfeiture, or danger in that behalfe: any Law, act, statute, ordinance, or restraint to the contrary in any wise notwithstanding.
And further we will and graunt by these presents for vs our heires and successors, that the said Sir Iohn Pakington and his assignes and the assignee and assignes of his assignee and his and their assignes, and the seruants, factors, and deputies of him and his assignes only and none other shall during the said terme, haue exercise and enioy the premisses to him by these presents before giuen and granted, and also the full and whole trade and traffique of Merchandizing and selling of Starch within this our Re [...]lme and dominions as aforesaid.
[...].ANd therefore we do straightly charge and command all and euery person and persons whatsoeuer, of what estate, degree, or condition soeuer they be, that none of them shall during the saide terme make or cause to be made any maner of Starch within this our Realme or dominions aforesaid. And likewise that none of them other then the said Sir Iohn Pakington or his assignes or the assignee or assignes of his assignes or his or their assignes, or his or their seruants, factors, or deputies as is aforesaid shall during the said terme bring or send, or cause to be brought or sent, transported or layde on land, nor by any maner of meanes or colour, merchandize, buy, sell, vtter, shift, exchange, offer to sell [...] put to sale, or keepe to the intent to sell any maner of Starch into or within this our Realme or any our Dominions contrary to the effect and true meaning of this our grant, or of any Law, statute, ordinance, restraint p [...]mation or prouision in that case made or prouided: Vpon paine that euery person offending in that behalfe, shal not onely incurre our high displeasure and suffer such fine, punishment and imprisonment, as is due for offences and offenders in cases of contempt against our Crowne, dignitie and prerogatiue Royall, but also shall likewise loose and forfeit all the Starch which shalbe made, brought in, sold, merchandized, vttered shifted, exchanged, offered, or put to sale, or kept to the intent to be sold contrary to the tenour or intent of this our present graunt. The one halfe of which forfeiture, to be to vs our heires and successors, and the other halfe we giue and grant by these presents, for vs our heires and successors to the said Sir Iohn Pakington and his assignes.
[...].ANd for the better execution of this our graunt, we do also for vs our heires and successors giue and graunt by these presents to the said Sir Iohn Pakington full power, free libertie, and authoritie that he the said Sir Iohn Pakington and his assignes, and the assignee and assignes of his assignes, and his and their assignes, and his and their and euery of their seruants, factors and deputies and euery of them, shall and may at all times, and from time to time during the said terme, enter into any Ship, bottome, vess [...]ll, boat, shop warehouse, or other place or places whatsoeuer, which they or any of them shall thinke good within this our Realme, or any other our dominions by water or land, aswell within liberties as without, and there by all lawfull and conuenient wayes and meanes try out and search for all such Starch as shall be made, brought transported l [...]yde on land, bought, sold, merchandized shifted, exchanged, vttered, offered or put to sale, or kept to the intent to be put to sale contrary to the meaning or intent of these our letters Patents, and to arrest, seize, take, carry away and deteine the same to the vses in these our letters Patents before m [...]ntioned and expressed, to the intent that the said Sir Iohn Pakington and his assignes shal and may quietly haue and enioy the moitie of all forfeitures as is aforesaid during the terme aforesaid according to the effect of this our graunt.
[...] of [...] forfeitures [...] paid to [...] Pa [...].VVE do further will and graunt that these our letters Patents or the Inrolement, Duplicate, or exemplification of the same, without any further or other w [...]rrant, shall from time to time during the saide terme of yeres, be a sufficient warrant and authoritie to our Treasorer of England for the time being, and to the Barons of our Exchequer, and to all other our Officers and ministers whatsoeuer to whom it shall or may appertaine, to allow, deliuer and pay the one moitie of all the said forfeitures to the said Sir Iohn Pakington or his assignes, or the assignee or assignes of his assignes or his or their assignes to his and their owne proper vse and behoofe. Which said allowance and paiment thereof our will and pleasure is, to be from time to time duely made and performed accordingly during the terme aforesaid, without any denial or delay of any our Officers and ministers whatsoeuer.

ANd further we will and command and by these presents for vs our heires and successors, doe straightly charge and prohibite all & singuler our Customers, Collectors, Comptrollers, and farmers of our Customes and Subsidies of and within all and euery Ports, Hauens and Creekes and all other places whatsoeuer within this our Realme or any other our Dominions, and all other our Officers and Minist [...]rs whatsoeuer, which haue or shal haue any dealing or intermedling couching our said Customes or Subsidies, that they nor any of them by themselues, their Clearks, Deputies, and seruants receiue or take or in any wise cause or suffer to be taken any Custome or Subsidie, or any thing or things whatsoeu [...]r, during the said terme of yeeres in the name or liew of any Custome or Subsidie, nor compound or agree, or make any entrie into any Booke of or for any Custome Subsidie or other duetie which shall hereafter during the sayd terme happen or grow due to vs our heires and successors for any Starch which shalbe brought into this our Realme or any other our Dominions by any person or persons, other then the said Sir Iohn Pakington and his assignees, and the assignee and assignees of his assignees, and his and their assignees, or his or their seruants, factors or deputies, or in the name or names of him or them, or some of them and for his and their or some of their onely vse and vses.
[...] forth of [...] Exche [...].ANd further we will and graunt by these presents for vs our heires and successors that the Treasurer and Barons of our Exchequer for the time being by the force of this our graunt or the Inrolement thereof in the same Court at all and euery time and times during the said terme at and vpon the request of the said Sir Iohn Pakington or his assignees, or the assignee or assignees of his assignees, or his and their assignees, or any other his or their atturney, factor or deputie shall haue full power, or lawfull authoritie to make and direct vnder the seale of the same Exchequer, such and so many writ and writs, Close or Patent vnto such Maiors, Bailiffes, Sheriffes, Farmers of Customes, Customers, Collectors, Comptrollers, Seachers, and other Officers of vs our heires and successors in such Shires, Counties, Cities, Boroughes, Ports, Hauens, and Creekes, or other places whatsoeuer within any our Dominions as the said Sir Iohn Pakington or his assignees or the assignee or assignees of his assignees, or his or their assignees, atturney, seruant or factor, shall at any time require. Commanding and charging them or any of them thereby that they nor any of them during the said terme, receiue or take any Custome or Subsidie or any other thing in the name or liew of any Custome or Subsidie, or compound or agree or make any composition or agreement, or any entrie into any booke of or for any Custome Subsidie or other duetie which shall hereafter during the sayd terme happen or growe due to vs our heires or successors for any maner of Starch, which shall bee brought into this Realme or any other our Dominions, otherwise then by vertue of and according to this our present lyeence and graunt, and also to doe and execute and cause to be done and executed all and euery thing and matter whatsoeuer, which shall and may be necessarie requisite or conuenient for the performing, executing and accomplishment of this our present graunt.

VVIlling and commanding all our said Customers, Collectors, Comptrollers, and Farmers of our said Customes and Subsidies from time to time and at all times during the sayd terme in all places within their Office and charge carefully and diligently by all wayes and meanes to trie out and search for all such Starch as by any person or persons shall be made or caused to be made within this our sayd Realme or other our Dominions. And also to trie out and search for all such Starch as by any person or persons, other then the said sir Iohn Pakington and his assignees or the assignee or assignees of his assignees, or his or their assignees, seruants, factors or deputies or some of them shall within the said terme be brought and laid on land, merchandize, bought, sold, vttered shifted, exchanged, offered, or put to sale, or kept to be sold into or within this our Realme or any other our Dominions contrary to the tenor of these our letters Patents: and to arrest, take, seize, and to deliuer the same to the said sir Iohn Pakington and his assignees and the assignee and assignees of his said assignees, and his and their assignees, or to his seruants, factors and deputies of them or some of them to the vses aboue specified.
Puni [...]ment for offenders. ANd further that they do carefully and dilgently endeuor themselues that th [...]intent and true meaning of these our letters Patents may be in all things kept and obserued. And if in th'execution thereof they shall find any resistance, that they certifie the same into our Court of the sayd Exchequer, to the end the offendors therein may receiue condigne punishment for the same their offences, and to the end that the sayde sir Iohn Pakington and his assignees and the assignee or assignees of his assignees, and his and their assignees, deputies, seruants, and factors and euery of them shall haue the whole benefit and profit of this our graunt, accorcording to the true meaning of these our letters Patents.
Our expresse will and pleasure is, and we do require and straightly charge and command our Chauncellor and Barons of our Court of Exchequer, and all other our Iudges, Iustices of peace, Maiors, officers, and Ministers whatsoeuer, within this our Realme of England and other our Dominions, vpon complaint vnto them or any of them to be made by the sayd sir Iohn Pakington his assignees or the assignee or assignees of his sayd assignees or his or their assignees, factors, deputies and seruants, or any of them, that any person or persons whatsoeuer shall offend in making, transporting, or vttering, putting to sale, shifting, exchanging, or offering to sale, or keeping to th'intent to put to sale any sort of Starch contrary to the true meaning of these our letters Patents to enquire of, trie out, and examine by all due and lawfull meanes and wayes whatsoeuer, all and euery such offences, and the offendors therein to cause to be seuerily punished: as contemners of our Prerogatiue Royall, by such fine and emprisonment and otherwise, as shalbe due for such Offendors, & as the qualitie of their offences shall deserue and require, and also from time to time during the sayd terme to take such straight orders for the restraining of all such offendors as aforesayd, & all other persons whatsoeuer, from doing or attempting any thing whereby the sayd sir Iohn Pakington or his assignees or the assignee or assignees of his assignees or his or their assignees, deputies, factors, or seruants, shall or may be any way preiudiced or hindered, quietly to haue & enioy the benefit of this our graunt according to our gracious pleasure and meaning therin expressed, as shalbe lawfull and reasonable, and as in their discretions they shall thinke meete.
[...] Officers [...] be aiding.ANd further we wil & command by these presents that all Maiors, Bailiffes, Sheriffes, Justices of the peace, Constables Comptrolers, Searchers, & all other our Officers, Minister & subiects whatsoeuer do not onely permit and suffer the sayd sir Iohn Pakington and his assignees and the assignee and assignees of his assignees and his and their assignees and his and their seruants, factors and deputies to haue & enioy the full benefit and commoditie of this our graunt, but also that they be helping, ayding and assisting to him and them in the excution hereof, when they shalbe thereunto required, at all times during the sayd terme as they will answere the contrary at their vttermost perill.
Sauing alwayes to vs our Heires and successors all and all maner Customes subsidies and duties which shall or ought to be in any wise due or payable of or for any Starch brought or to be brought, or transported into this our Realme or any other our Dominions by the sayd sir Iohn Pakington or his assignees or the assignee or assignees, or his or their assignees, seruants, factors or deputies or in their or any of their names or name during the sayd terme.
ALl which sayd Customes, Subsidies and dueties, our expresse will and pleasure is to be duely and fully answered and payd to vs our Heires and Successors during the sayd terme of yeeres. Any thing in these presents contained to the contrary in any wise notwithstanding. In Witnes whereof we haue caused these our letters to be made Patents.
