By the Queene
A Proclamation against the sowing of woade.
FOrasmuch as the Queenes Maiestie by many meanes vnderstandeth, and specially by complainte of great nombers of her people in counties vsing clothing and tillage, and susteined by foode comming of Dayries, (things necessarie to be mayntayned in her Realme, aboue any other newe deuise,) that a late attempt of breaking vp & tilling of very fertile grounds to sowe woade, is vpon a late priuate and inordinate gayne practised, to the manifest griefe of her people in diuers places where the same is vsed: And that the excessiue gayne founde thereby, without regarde to the publique weale, is like both to continue and increase this attempt, to ye great dammage of ye common weale: Therefore, vntil there may be a further consideratiō had, how the same may be suffered with some tolleration & measure, in places conuenient for the same, & not so manifestly hurtfull as now it is: Her Maiestie by aduise of her counsayle willeth and commaundeth, that no maner of person or persons of what degree soeuer the same be, shal directly or indirectly after the publication hereof, breake vp, or cause to be broken vp, any maner of grounde of what nature soeuer it be, for the vse or purpose to sowe or plant woade in, neyther that any person doe continue any grounde already broken vp for that purpose to the vse of woade, lying within foure myles of any market towne, or other towne occupying the common trade of clothing, or of any citie within this Realme, or within eight miles of any house of her Maiesties reserued for her accesse, vpon payne that whosoeuer shall attempt any thing to the contrary hereof, the persons so doing, and the workemen that therein shalbe imployed, shalbe committed to the next common prison by the next Iustices of peace, and there to continue, vntil certificate be made thereof to her Maiesties priuie counsayle by such as shall commit them, so as order may be taken for further punishment of the persons offending, according to the qualitie of the offence.
And furthermore her Maiestie willeth, that all persons that haue heretofore broken vp, and employed their grounds to the vse of Woade, shal before the feast of Christmas next, certifie the Sherife of ye countie, or (in places exempted) the principall officers, what quantitie of groundes, and of what nature the same were, and how the same were vsed before the conuersion of them to Woade, and in what parishes they doe lie. In which certificate it shalbe contained, how neere any of the sayd grounds lie to any of her Maiesties houses aboue mentioned, or to any Cities or clothing townes, vpon payne of imprisonment of the parties that shall make default of such certificate. And further, that they shall make certificate thereof into her Highnesse Exchequer before the first day of Hillarie terme next, vpon payne of fine and imprisonment, as hereafter shall seeme conuenient to her Maiestie by aduise of her Counsell.
