Anyone can now take and use these texts for their own purposes, but we respectfully request that due credit and attribution is given to their original source.</p>
            <p>Users should be aware of the process of creating the TCP texts, and therefore of any assumptions that can be made about the data.</p>
            <p>Text selection was based on the New Cambridge Bibliography of English Literature (NCBEL). If an author (or for an anonymous work, the title) appears in NCBEL, then their works are eligible for inclusion. Selection was intended to range over a wide variety of subject areas, to reflect the true nature of the print record of the period. In general, first editions of a works in English were prioritized, although there are a number of works in other languages, notably Latin and Welsh, included and sometimes a second or later edition of a work was chosen if there was a compelling reason to do so.</p>
            <p>Image sets were sent to external keying companies for transcription and basic encoding. Quality assurance was then carried out by editorial teams in Oxford and Michigan. 5% (or 5 pages, whichever is the greater) of each text was proofread for accuracy and those which did not meet QA standards were returned to the keyers to be redone. After proofreading, the encoding was enhanced and/or corrected and characters marked as illegible were corrected where possible up to a limit of 100 instances per text. Any remaining illegibles were encoded as &lt;gap&gt;s. Understanding these processes should make clear that, while the overall quality of TCP data is very good, some errors will remain and some readable characters will be marked as illegible. Users should bear in mind that in all likelihood such instances will never have been looked at by a TCP editor.</p>
            <p>The texts were encoded and linked to page images in accordance with level 4 of the TEI in Libraries guidelines.</p>
            <p>Copies of the texts have been issued variously as SGML (TCP schema; ASCII text with mnemonic sdata character entities); displayable XML (TCP schema; characters represented either as UTF-8 Unicode or text strings within braces); or lossless XML (TEI P5, characters represented either as UTF-8 Unicode or TEI g elements).</p>

               <seg rend="decorInit">W</seg>Hereas by a Decree made in this Ho<g ref="char:EOLhyphen"/>nourable Court, the twentieth day of O<g ref="char:EOLhyphen"/>ctober, in the four<g ref="char:EOLhyphen"/>tieth yeare of the Reigne of our late Souereigne Lady Queene ELIZABETH, vpon the infor<g ref="char:EOLhyphen"/>mation of Her Maieſties then Attourney general, againſt <hi>Rice
<pb n="2" facs="tcp:14750:4" rendition="simple:additions"/>Griffith,</hi> and <hi>Iohn Scrips,</hi> (who contrary to the Proclamation publiſhed and ſet out the ſe<g ref="char:EOLhyphen"/>uenth day of Iuly, in the two and twentieth yeare of Her Ma<g ref="char:EOLhyphen"/>ieſties Reigne, had erected and built Tenements, and diuided them into ſeuerall Roomes, wherein diuers poore Tenants dwelt, that liued and were main<g ref="char:EOLhyphen"/>tained by the reliefe of the Pa<g ref="char:EOLhyphen"/>riſh, and begged abroad in other place) the ſaid offenders were ſentenced. And as for the pul<g ref="char:EOLhyphen"/>ling down or reforming of any Houſe new built or diuided contrary to the ſaid Proclamati<g ref="char:EOLhyphen"/>on within the Citie of London,
<pb facs="tcp:14750:4" rendition="simple:additions"/>or the compaſſe of three miles thereof, (in which any poore or impotent perſons then did, or thereafter ſhould dwell or abide) for that if the ſame houſes ſhould bee pulled downe, deſtroyed or reformed, other habitations muſt bee prouided for them at the charge of the Pariſhes where they were or ſhould be dwelling; The Court did thinke fit to for<g ref="char:EOLhyphen"/>beare and reſpite the doing ther<g ref="char:EOLhyphen"/>of, but did order and adiudge, that all and euery ſuch poore and impotent perſons, which did or ſhould dwell and inhabite in any new buildings or diuided tene<g ref="char:EOLhyphen"/>ments, erected and diuided con<g ref="char:EOLhyphen"/>trary
<pb facs="tcp:14750:5" rendition="simple:additions"/>to the effect and intent of her Highnes ſaid Proclamation, and were or ſhould in any wiſe be driuen to liue by begging, or to bee releeued by almes within the Citie of London, or any o<g ref="char:EOLhyphen"/>ther place within the compaſſe of three miles thereof, ſhould, and might, during the time of his or their life or liues, abide and dwell in the ſame, without giuing or paying any manner of rent, ſer<g ref="char:EOLhyphen"/>vice, or other recompence vnto the Landlords or any other, for, or in reſpect of the ſame, and not bee thence remooued, vnleſſe they ſhould after become able to liue of themſelues; and that the
<pb facs="tcp:14750:5" rendition="simple:additions"/>ſaid Landlord, Owner, or any other that claimed intereſt, to, or for any rent or rents, growing, ariſing, or payable for any of the ſaid new buildings, or diuided Tenements ſo inhabited, or to be inhabited with poore people as aforeſaid, ſhould be enioyned, and vpon that ſentence and De<g ref="char:EOLhyphen"/>cree take ſufficient notice and warning, that he or they ſhould not implead, incumber, diſquiet, or moleſt any of the ſaid poore Tenants, for any Rents, Coue<g ref="char:EOLhyphen"/>nants, Conditions, Promiſes, or Agreements, touching, or in any wiſe concerning the ſaid Tene<g ref="char:EOLhyphen"/>ments, new buildings, or any of
<pb facs="tcp:14750:6" rendition="simple:additions"/>them, for the leuying, or reco<g ref="char:EOLhyphen"/>uering of any rent, ſeruice, or other conſideration in liew of any rent.</p>
            <p>And for that the new build<g ref="char:EOLhyphen"/>ings and diuiſions of ſundry hou<g ref="char:EOLhyphen"/>ſes within the Citie of London and three miles compaſſe there<g ref="char:EOLhyphen"/>of, contrary to the tenour of the ſaid Proclamation, had beene, and was occaſion of great char<g ref="char:EOLhyphen"/>ges vnto the Pariſhes of the ſaid Citie and Precinct aforeſaid, whereby the ſaid Pariſhes were ſtill ouermuch burdened with poore and impotent perfons; It was therefore ordered and de<g ref="char:EOLhyphen"/>creed, that all ſuch Landlords,
<pb facs="tcp:14750:6" rendition="simple:additions"/>or Owners of ſuch buildings or diuiſions, whereſoeuer they ſhould dwell, ſhould contribute and giue ſuch like ratable and reaſonable allowance with the ſaid Pariſhioners, where ſuch buildings and diuiſions were, to<g ref="char:EOLhyphen"/>wards the finding and maintain<g ref="char:EOLhyphen"/>ing of the poore of the Pariſh, in which ſuch buildings were, or ſhould bee erected or diuided, contrary to the ſaid Proclamati<g ref="char:EOLhyphen"/>on, as ſhould bee apportioned and allotted him of them to pay, if hee or they were dwelling in the ſaid pariſh.</p>
            <p>And it was further ordered and decreed, that after the death
<pb facs="tcp:14750:7" rendition="simple:additions"/>or departure of ſuch poore peo<g ref="char:EOLhyphen"/>ple, as did, or ſhould inhabit the ſame houſes or diuided Tene<g ref="char:EOLhyphen"/>ments aforeſaid, the houſes there<g ref="char:EOLhyphen"/>by being become voide; Then the Lord Maior, and Iuſtices of Peace neere unto the Citie ad<g ref="char:EOLhyphen"/>ioyning, thereby were comman<g ref="char:EOLhyphen"/>ded to reform the ſaid diuided Tenements, and to proſtrate, pull downe, and deface the ſaid new buildings in ſuch ſort as the ſame ſhould be no more fit for habita<g ref="char:EOLhyphen"/>tion, and the timber and wood thereof to be conuerted and diſ<g ref="char:EOLhyphen"/>poſed in ſuch manner, as by the ſaid Proclamation is required, as alſo to take order in all other the
<pb facs="tcp:14750:7" rendition="simple:additions"/>premiſes, That the ſaid Decree ſhould bee duely obſerued and kept, and if any ſhould be obſti<g ref="char:EOLhyphen"/>nate, then to binde ſuch Land<g ref="char:EOLhyphen"/>lords as ſhould obſtinately and wilfully diſobey the ſaid Decree, to appeare in this Honourable Court, to anſwer their con<g ref="char:EOLhyphen"/>tempt therein.</p>
            <p>And whereas the nine and twentieth of Nouember, in the ſeuenth yeare of the Reigne of King IAMES of bleſſed memo<g ref="char:EOLhyphen"/>rie, this honourable Court did decree and order; That the ſaid Decree taken the twentieth day of October in the ſaid fourtieth yeare of the ſaid late Queene,
<pb facs="tcp:14750:8" rendition="simple:additions"/>ſhould be preſently, and from time to time thereafter more ſe<g ref="char:EOLhyphen"/>uerely looked into, and put inex<g ref="char:EOLhyphen"/>ecution; And his Maieſties lear<g ref="char:EOLhyphen"/>ned Counſel, and alſo the Lord Maior and Aldermen of Lon<g ref="char:EOLhyphen"/>don, together with all Iuſtices of Peace, and other his Maieſties Officers whatſoeuer, which the ſame may any way concerne, were ſtraitly charged and requi<g ref="char:EOLhyphen"/>red, that they, and euery of them, ſhould from time to time there<g ref="char:EOLhyphen"/>after diligently and ſtrictly cauſe, and ſee the ſaid Decree to be in all points duely obſer<g ref="char:EOLhyphen"/>ued and put in execution, and termely to make certificate to
<pb facs="tcp:14750:8" rendition="simple:additions"/>this honourable Court of their proceedings therein, and of ſuch perſons as they ſhould finde to offend in that behalfe, whereup<g ref="char:EOLhyphen"/>on on this Court did purpoſe to proceed againſt them for their contempts with very ſeuere pu<g ref="char:EOLhyphen"/>niſhment. Since which time ſundry other Proclamations, as well in the time of the ſaid late King IAMES, as of His Maie<g ref="char:EOLhyphen"/>ſtie that now is, haue been pub<g ref="char:EOLhyphen"/>liſhed and ſet out againſt the ſaid offences, and many exemplarie ſentences in this honourable Court haue been pronounced againſt offenders in that be<g ref="char:EOLhyphen"/>halfe, and many houſes and
<pb facs="tcp:14750:9" rendition="simple:additions"/>buildings erected againſt the ſaid Proclamation haue beene demoliſhed and pulled down. And yet neuertheleſſe, ſuch hath been the diſobedience and contempt of great multitudes, aiming onely at their own gain, whatſoeuer perill or inconueni<g ref="char:EOLhyphen"/>ence might happen to the Pub<g ref="char:EOLhyphen"/>lique, that the new buildings and diuiding of Tenements haue dayly more and more increaſed, and ſuch numbers of poore diſ<g ref="char:EOLhyphen"/>ſolute and lewd perſons are ther<g ref="char:EOLhyphen"/>in harboured, that in many pa<g ref="char:EOLhyphen"/>riſhes within the limits and pre<g ref="char:EOLhyphen"/>cincts aforeſaid, there are farre more houſholds and families
<pb facs="tcp:14750:9" rendition="simple:additions"/>that liue by begging, and other vnlawfull wayes, and by reliefe and almes of the pariſh, then are in the ſame pariſh to liue by their own meanes and vocation; So as the burthen is growen ſo heauy to many of the ſaid pa<g ref="char:EOLhyphen"/>riſhes, that the wealthy are not able to relieue the poore in time of health, much leſſe in time of ſickneſſe or Infection, as hath ap<g ref="char:EOLhyphen"/>peared in the late viſitation of the plague, wherein ſuch multi<g ref="char:EOLhyphen"/>tudes of thoſe poore &amp; miſerable houſholds haue beene infected, and their neceſsities growne to that extremity, that the officers of the pariſh haue not been able to
<pb facs="tcp:14750:10" rendition="simple:additions"/>keepe them within their houſes, but the ſicke and infected haue gone among the whole, and great ſwarmes of indigent and poore people, and many of them infected with the ſickneſſe, haue, maugre all authoritie and com<g ref="char:EOLhyphen"/>mand of the officers, flocked in troupes in the principall ſtreets of the citie and ſuburbs of London, whereby the Infection of the plague hath been much the more diſperſed, not only in the ſaid ci<g ref="char:EOLhyphen"/>tie and places adiacent; but into many other parts of the king<g ref="char:EOLhyphen"/>dome: Beſides, it is apparantly found out, that thoſe multitudes of new buildings and diuided
<pb facs="tcp:14750:10" rendition="simple:additions"/>Tenements, doe draw into the ſaid citie, and parts adioyning, from all parts of the kingdome, great numbers (idle, looſe and diſſolute perſons) who are har<g ref="char:EOLhyphen"/>boured in thoſe obſcure and meane houſes, and hauing no lawfull trade or vocation, doe begge, and alſo commit Pilferies, Coſenages, and infinite diſor<g ref="char:EOLhyphen"/>ders to enable them to pay their Landlords rents: And many of the Owners and Landlords or ſuch Tenements, of purpoſe for raiſing of exceſsiue rents to themſelues out of their houſes and Tenements, doe let, and par<g ref="char:EOLhyphen"/>cell them out to ſuch idle, looſe,
<pb facs="tcp:14750:11" rendition="simple:additions"/> and ill diſpoſed perſons, though they know them to bee of that condition, in regard they will give greater rents then a poore labouring man is able to doe and vſe all ſhifts and vnlawfull meanes to pay it. All which enormities and many more, ha<g ref="char:EOLhyphen"/>uing, vpon Suruey lately taken, more euidently appeared then in former time.</p>
            <p>
               <hi>This Court</hi> for reformation thereof, doth now againe order and decree, that the ſaid ſeue<g ref="char:EOLhyphen"/>rall Decrees made in the fortieth yeere of the ſaid late Queene ELIZABETH, and the ſea<g ref="char:EOLhyphen"/>uenth yeare of the ſaid late King
<pb facs="tcp:14750:11" rendition="simple:additions"/> IAMES, with ſuch additions and alterations as hereafter en<g ref="char:EOLhyphen"/>ſue, be ſeuerely and ſtrictly ex<g ref="char:EOLhyphen"/>ecuted. And foraſmuch as it ap<g ref="char:EOLhyphen"/>peareth not onely by the ſaid Decrees, but by the generall re<g ref="char:EOLhyphen"/>ſolution of all the Reuerend Iudges of the Realme (whom His Maieſtie out of His great care of the Publique, hath lately commanded to aſſemble) that the erecting of new buildings within the limits before mentio<g ref="char:EOLhyphen"/>ned, and the diuiding of greater houſes into pety tenements and habitations, and peſtering and filling the ſame with Inmates, or with Inhabitants of ſuch euill
<pb facs="tcp:14750:12" rendition="simple:additions"/>condition as aforeſaid, is a moſt vnſufferable annoyance againſt the Publique, and conſequent<g ref="char:EOLhyphen"/>ly is againſt the Common law of the Realme; And that not on<g ref="char:EOLhyphen"/>ly the ſaid euill conditioned In<g ref="char:EOLhyphen"/>habitants, but ſuch by whom, or by whoſe meanes they are pla<g ref="char:EOLhyphen"/>ced there, or who receiue the rents of ſuch Inhabitants, are guiltie of a Common Nu<g ref="char:EOLhyphen"/>ſance; and alſo that ſuch Land<g ref="char:EOLhyphen"/>lords or Owners of ſuch houſes or tenements, which haue or do receiue the rents of ſuch poore Inhabitants, may by law be tax<g ref="char:EOLhyphen"/>ed towards the reliefe of the poore of the ſaid Pariſh, though

This Court holdeth it meet, that ſince the offendors haue not ta<g ref="char:EOLhyphen"/>ken warning by two ſuch ſo<g ref="char:EOLhyphen"/>lemne Decrees made in this Court, they ſhould now be pro<g ref="char:EOLhyphen"/>ceeded againſt with more rigor and ſeuerity, and not bee ſuffe<g ref="char:EOLhyphen"/>red any longer to make vnrea<g ref="char:EOLhyphen"/>ſonable gain and profit to them<g ref="char:EOLhyphen"/>ſelues by ſo great a wrong and generall grieuance. And there<g ref="char:EOLhyphen"/>fore this Court doth order and decree, aſwell in execution of the ſaid former Decrees, and purſu<g ref="char:EOLhyphen"/>ance of the ſaid reſolution of the Iudges, that where any houſes formerly built within the limits
<pb facs="tcp:14750:13" rendition="simple:additions"/>aforeſaid haue been diuided in<g ref="char:EOLhyphen"/>to ſeuerall habitations or dwel<g ref="char:EOLhyphen"/>lings, within the ſpace of ſeuen yeares now laſt paſt, contrary to any former Proclamation or Decree in that behalfe, the ſame within the ſpace of one yeare next enſuing ſhall be reſtored in<g ref="char:EOLhyphen"/>to their former eſtate, ſo as there ſhall be no more habitations or dwellings then were before the ſaid diuiſions. And that all and euery perſon and perſons eſtated or intereſſed in the ſame, either of inheritance or of any leſſer eſtate, ſhall before the Feaſt of the Aſcenſion of our Lord now next enſuing, vpon order or

            <p>And it is further ordered and

            <p>And that where any Inmates within the ſaid ſpace of ſeuen yeares laſt paſt haue beene pla<g ref="char:EOLhyphen"/>ced in any houſes or tenements, within the limits aforeſaid, and are there continued, the ſame Inmates within the ſpace of one yeare next enſuing, ſhall be re<g ref="char:EOLhyphen"/>mooued by the perſons intereſ<g ref="char:EOLhyphen"/>ſed

            <p>And that all and euery ſuch perſon and perſons, as are, or ſhall be eſtated, or intereſſed in the ſaid houſes, as aforeſaid, and to whom the rents, iſſues, or pro<g ref="char:EOLhyphen"/>fits of the ſaid houſes, are, or ſhall be payable, or anſwerable, ſhall vpon order or command of the Lord Maior, or ſome Iuſtice of Peace of the Citie, or the Alder<g ref="char:EOLhyphen"/>man

            <p>And it is further ordered and decreed, that all ſuch per<g ref="char:EOLhyphen"/>ſons, as are, or ſhall be eſtated, or intereſſed in any houſes diui<g ref="char:EOLhyphen"/>ded

            <p>And it is further ordered, and decreed, that beſides all the paiments, charges and burthens aforeſaid, to bee paide, done or performed by the ſaid Land<g ref="char:EOLhyphen"/>lords or Owners, in eaſe of the Pariſh, for, or in reſpect of their owne Tenants, They, and eue<g ref="char:EOLhyphen"/>ry of them, ſhall contribute and giue ſuch like ratable and rea<g ref="char:EOLhyphen"/>ſonable allowance with the ſaid Pariſhioners, where ſuch build<g ref="char:EOLhyphen"/>ings
<pb facs="tcp:14750:19" rendition="simple:additions"/>or diuiſions are towards the finding and maintaining of the reſt of the poore of the ſaid pa<g ref="char:EOLhyphen"/>riſh, as ſhould bee apportioned, taxed, aſſeſſed, or allotted for him, or them to pay, if he, or they were dwelling in the ſaid pariſh, and were not charged towards the reliefe or mainte<g ref="char:EOLhyphen"/>nance of his, or their owne vn<g ref="char:EOLhyphen"/>der tenants, as is aforeſaid.</p>
            <p>And this Court doth further Order and Decree, that if any perſon or perſons ſhall hereaf<g ref="char:EOLhyphen"/>ter new build, diuide any Te<g ref="char:EOLhyphen"/>nements within the limits afore<g ref="char:EOLhyphen"/>ſaid, contrary to this Decree, or the ſaid former Decrees, made in

And that all and eue<g ref="char:EOLhyphen"/>ry perſon and perſons, that ſhall hereafter receiue any Rents, Iſ<g ref="char:EOLhyphen"/>ſues,

            <p>And it is further ordered, that if any perſon or perſons, ſhall refuſe or make default to ſatiſ<g ref="char:EOLhyphen"/>fie or pay any the payments or charges aforeſaid, or to performe any part of this Order, That then proces of Attachment out of this Court ſhall be awarded againſt him or them, with ſuch further proces of contempt, and impriſonment, and are vſuall againſt the breakers or contem<g ref="char:EOLhyphen"/>ners of the Decrees or Orders of
